Scale

Skill level is important as it determines the maximum quality of items that a crafter can produce and it also determines what they can make. High levels of skills are equally important in other fields although their value may be less apparent. As experience increases so too does the quality of goods and the reputation of the crafter (Roleplaying Situations will influence reputation more than any coded advantage).

The scale is:

-: Unskilled: You have never done anything related to that skill and have no idea what it involves.
0-1: Student: You have some familiarity in that area but are not yet at the apprentice level.
2-3: Apprentice: Basic schooling but no real experience. An apprentice would be hired to do menial work in exchange for training.
4-6: Professional: Good enough to gain employment in this trade. A professional would be employed to make the bulk of a shops goods. Most NPC's will never exceed this level.
7-8: Craftsman: Good enough to perform the trade under his/her own name. A craftsman will often own a shop, employing an apprentice and professionals to keep the stocks.
9: Expert: Amongst the best in the region. An expert or higher is skilled enough to attract craftsmen/women (or higher) into his/her employ.
10: Master: Amongst the best in the world. Competition for work of this level is fierce. Famous throughout the world. The best achievable by players at present.
11+: Legend: Amongst the best ever known. Wars might be fought to possess something the crafter made and any person with a skill level of 6 will be remembered for generations for their ability. This level of skill is almost unheard of.

To use modern marksmanship as an example. Lvl 2 Hobby. Lvl 5 Professionally trained/soldier. Lvl 7 Marksman/Elite soldier. Lvl 9 National shooting champion. Lvl 10 Olympic Marksman.
